How coverage tiers are calculated
ITU reports cumulative population coverage at each tier (at least 2G, at least 3G, at least LTE/WiMAX, at least 5G). The map shows exclusive slices: the percentage of the population whose highest available generation is exactly that tier. Values are clamped to [0, 100] to absorb rounding in source data. Map colour reflects a country's dominant tier — the highest generation with > 5% exclusive coverage.
